Google's GA4 consent mode change is live: Many eCommerce stores are already losing conversion data

Six weeks ago, on June 15, 2026, Google made a fundamental change to how GA4 and Google Ads share data. The Google Signals toggle in GA4, a setting many eCommerce teams relied on to control advertising data flow, quietly stopped governing Google Ads cookie and identifier collection. That responsibility shifted entirely to Consent Mode's ad_storage parameter.
No alarm went off. No dashboard turned red. For stores whose consent banners correctly signal ad_storage, nothing changed. But for the stores whose consent management platforms (CMPs) don't, and there are more of them than anyone would like to admit, conversions, audiences, and Smart Bidding signals have been silently going dark.
What exactly changed
Before June 15, Google Signals acted as a secondary control point. If your CMP wasn't perfectly configured, Signals could still gate some of the data flow between GA4 and Google Ads. It wasn't the right architecture, but it was a backstop many teams unknowingly depended on.
Now, Consent Mode is the sole authority. Its four parameters, ad_storage, ad_user_data, ad_personalization, and analytics_storage, are the only levers controlling what data flows where. The invisible breakage
This is what makes the change so dangerous for eCommerce teams. A misconfigured consent banner doesn't produce an error. It doesn't trigger an alert in Google Ads. It simply stops sending data.

3. Check Google Ads diagnostics In Google Ads, review the Diagnostics tab for any consent-related warnings. Check whether your conversion actions show a decline in the "Consent coverage" metric.
4. Verify your CMP-to-GTM connection If you use Google Tag Manager, ensure your CMP is correctly pushing consent state updates through the Consent Mode API. A common failure mode is the CMP loading after GTM fires its initial tags, meaning the first pageview (and sometimes the conversion event) fires without consent state.
5. Audit server-side implementations If you've moved to server-side tagging, verify that consent signals are being forwarded correctly from the client-side container to the server container. A misconfigured server-side setup can strip consent parameters entirely.
The monitoring imperative
The core problem with the GA4 consent change is that breakage is invisible. No dashboard in GA4 or Google Ads will tell you “your consent banner is misconfigured and you’re losing data.” The absence of data looks identical to the absence of conversions.
